Is it possible to reach position 1 in google without PR?

yes , but if other sites with high PR and same keywords google will display them. for example create 1 unique site say your name now u search this then your site will be top. but if u take big keywords then little diff. yes even then it will come if site is new , and u know even if u do lot of work for pr 0 new site make it top google will put in sandbox

 

I don't see it being very likely for a keyword that is going to result in an obsene amount of traffic. Sure, for a very rare keyword, but by the time you start accumulating traffic for some keywords, you'll probably be in the process of gaining PR for your content too.
