In PHP using some Databases?

I'm kindof looking to make something exactly like this, what it basically does.

-User Registers on forum = auto registered on site with same username.
-Can upload pictures (in this case, RPG Maker Resources) with a maximum of 500x500 pixels and 500KB
-Uploaded pictures goes into "Pending Approval" Area, where admin approves of it
-Approved Pictures goes into "latest" & "top 100" and "big Gallery" and "user gallery"

Thats basically it, would that kindof programming be possible? and if it is do you reccomend anyone?
