Well, Neobux is a ptc site and they are paying their members with PayPal. They said it took them months for PayPal to accept them after they submit official documents to them. Perhaps you can try to post in Neobux forum or open a support ticket to ask them about this process.
Might be a lot of hoops you need to jump through. You may want to do it kind of without them knowing if you know what I mean...
