Is it possible to issue refunds from a PayPal account that got limited?

Let's say your PayPal account got limited with the usual restriction of only being able to withdraw your money after a period of 180 days. Assuming the deposits to your account were made recently, is it still possible to issue refunds to the people who sent you money?

No! You cannot send money too, hence, no way that you can refund money to others.

Are you sure - did you get limited and try refunding?

After posting the question, I was browsing through the other threads in this forum and came across this post, it seems to imply that you can refund.

Would appreciate posts from someone who actually got limited and tried refunding.

If Transaction isn't showing as "Completed" you can refund money, there will be a refund button in this case inside transaction

Well, you can't refund it from your account even if its available. :(

But you can ask your buyer to do a chargeback.. then he will get the money back in his account and then you can ask him to pay in another paypal. :p

Yes, you can refund for the specified time of days, even if your account is limited. If your account gets locked because of a dispute you can call the customer service to help you out. I had to have them manually refund a client for me once. You can issue a refund for up to 60 days after the original payment was sent.

Yes....though have never witnessed it myself, but several e-mails of Paypal posted by people getting limitations have been clearly stating that one can easily issue refunds to their buyers from limited accounts as well. They even detailed the procedure to be followed, to be doing the same!

I am sure you can not. You can accept money but you can not send / transfer it to any of the bank accounts.

I'm pretty sure that's why they hold onto your money for 180 days - so that any refunds or chargebacks will be funded.

I know for a fact that in the last 2 years that when a paypal account is limited that you can refund money. In the last 2 years they may have changed it, but I refunded $180 to myself once!
