No I don't think that it is possible to do off page activities without owner permission. If we want to do the off page activities like forum posting, blog commenting and many more then without permission we can't do that because for doing these things we have to first register in the particular website and then if owner of that website give the permission then only we can do the off page activities in it.
I'm not really sure what you are asking here. But if you mean doing off page activity to increase business for the web owner, of course it's possible. You can create a Facebook Fanpage, or upload videos, or put up classifieds, or write articles all pointing back to the web owners address. But if you should is another question. It depends on your reasoning, but it's always better to have the permission of the website owner first. I hope this helps.

Do you mean the owner of the website for whom you are doing the OFF Page SEO services then you can do it but what would be the use. He will not pay you to do anything he has not asked. And if you mean the owner (admin) of the forum sites or submissions sites then the answer is NO.
Yes you can do off page optimization without website owner permission because in off page you only have to make backlinks and you can easily do it without owner permission but In on page activities you have to take the permission of website owner.
Many many sites out there are being optimized by this way. Think about some of the more popular sites... they are being blogged about and talked about forums like crazy. SO there you go... thats offline optimization right there. I'm not sure why you'd even want to do that, unless the site owner(s) is paying you. If you are doing it for the love of it, start your own site and do it for yourself.
