Is it possible to Block Sellers Bank Account with Paypal or By My Credit Card Company

    Can Paypal or my credit card(CITI Bank) company have the rights to block the sellers bank account?

    Can my credit card company file a case against the seller?

    if possible how many days it will take to file a case against the seller.

    you can only get money back from credit card company if you dispute the transaction
