    This banner is static. Is it possible to make the users scroll the Bars to raise the amounts? I need to make this as a banner, not html/css/ajax.

    If possible how can I make it? using flash?

    Yup you can turn that into animated version with jquery too.

    Yes you can animated it just with flash but you can't animated it with photoshop

    why not with html/css/ajax/ jquery my friend?
    remembers html/css/ajax use lower resource and loading page than flash.
    But if its really there is some reason not to use html/css/ajax/ jquery
    So best option is flash.
    There are lot of material on google how to do it, just google Flash Slider
