I want to make a subscription site. But the problem is that many people may not have a bank account. Is it possible to charge people through mobile balance?

Please note that the members will be from my own country only, and not international.

Usually, this is possible, yes, but you will have to have a co-op with someone delivering this kind of service, either via mobile bills, or via SMS or similar methods of payment. You might look into using payment-processors who allow for using bitcoins, virtual credit cards, and similar options as well.

Just as a side-note: how does people not have a bank account? Where in the world do people not have a bank account?

    sure, http://www.junglepay.com/

Most sms based gateways take a hefty fee, up to 40%. If you're only targetting your own country, it'd be more cost effective to negotiate a deal with your telcos

There are several players in this market like:

Paychamp lets you pay through the mobile phone bill.

JunoTele enables telecom operators to bill users in real-time. Great for: in-app purchases, micro-payment for websites etc.

Yippster does the same. It becomes a payment gateway and makes payment possible via user's prepaid or postpaid telephone account.

iPayy uses various operators such as Idea or Airtel to let users make payments via their mobile balance.
