    Paypal or CITI bank will not do anything.
    if you file a FIR /Police report ,in investigations Police can ask for details of person from these companies - atleast this is how it work in most of countries

    Yes everything is possible but not without any FIR. Where citibank or PP will give details to Police and not you.
