Is it okay to link to the same webpage?

I'm trying to optimize my blog to rank high in search engines and I've read that one way is to put links on your keywords. Since my blog is fairly new I don't have that much content yet and I'm trying to limit my outbound links so I was wondering if it's okay to link to the keyword if it's going to come back to the same webpage?

if your site is that new, its no use adapting methods for SEO because you'll never will rank high with
that little content, focus on getting more, quality content first...

Agree with Luq. If you have a new blog you should be focusing on the following, in this order:

    1. Writing high-quality content.
    2. Making sure your site is set up right with the basics (good title tags, urls, internal linking, etc.)
    3. Building incoming links.

Linking to other sites is fine if it makes sense given the content, but I wouldn't focus on it. There are bigger fish to fry.

I'm pretty sure my blog is doing okay. I have 300 posts already and some of my posts are ranked 1 in Google. I do know about SEO and I've already optimized my title tags and I'm doing interlinking too.

What I like to know if it's okay to link to same webpage. If I do a post about a Nokia N95 review and I highlight and link the Nokia N95 to the same web page in order to optimize the keyword, would this be okay or are there some rules against it? :D
