Between unverified and verified, you'd obviously prefer to deal with a verified person . Generally, unverified users have a spending limit. It ultimately depends on whether or not you trust the person sending the money to you.
Sure it is as long as you know the people sending money to you. There are people who don't use paypal regularly and don't verify accounts.

That problem is coming from the fact that most new scammers with new accounts are usually unveriefied just to spend the minimum possible
