Putting the keyword in both the title of your main article as well as in the url is widely understood to give your page over others in getting ranked. Most pages carrying a keyword are sub-optimal in their SEO design, so this is a simple on-page way to beat them out in getting a higher ranking position.

Put it in the title, and make sure you have the keyword in H1 H2 H3 tags as well.

I normally put 3 subtitles for those H tags.

These days it's often plenty to have your keyword in the title tag and once on the page. More than that and you could get caught in the net during one of Google's over-optimization filters.

Now, most of search engines consider title tag & meta description to index the website. So use your website's targeted keywords in title tag & meta description.

Title describe your page to the user. Use your main keywords in title and other one's in description. But always follow character limits in all meta tags.

To my knowledge H1 would have to be hard coded into the individual page.
    <H1>Keyword Phrase</H1>

Title & Description should have places within 1 SEO Pack where you can add this information for that individual page.
