Is it necessary to pay tax if i am non-us ?!

    No, just ignore the tax in adsense if you are not US citizen

    Its not necessary to pay usa taxes.
    IT may be necessary to pay taxes to your country depending on where you live.

    If you are not a US citizen or resident then you don't have to pay US tax.

    But you still have to report and pay taxes on Google earnings in the country where you live. Or you can break the law by not reporting them.
