yes if not a must it is a necessary to link to high pr sites to build your links. though it is to your discretion if you will link ONLY to them.

i do the link to high pr sites only coz i believe linking to 1 high pr site is better than linking to 5 or more low pr sites

High PR sites? No. Page Rank is basically dead according to Google. I wouldn't waste my time on it...

pay more attention to site quality and relevancy than PR. pr is a very small factor in ranking calculation which hardly makes any difference.

I think you mean getting links FROM high PR sites, not linking TO them.

If this is what you mean, then no, you don't want links ONLY from high PR sites. You want a very diverse set of backlinks, with all sorts of PRs. The links from high quality, relevant sites with strong PR and few outbound links will help the most, but you don't want them to be the only type of backlink you get.

Most of my sites are relevant to sports and its hard to get a link back sometimes. I found a couple sites pr 5 not relevant to my sites, how much of a difference is this? Also, is it better to gain a bunch of pr 0' relevant or not, link backing to my site?

Of course it's hard. If it was easy, then every spam king on the planet would be in the top 3 of Google for every search term imaginable. The trick is to provide something of VALUE on the internet, and then show it to other people on the internet that might realize it's value.

Good answer, makes total sense, ive been using disguss, to post on some pretty good forums, i seem to get away with a follow when i input the rel="follow rel="nofollow along with my keyword and website. Im posting relevant stuff that coincides with my site and its working pretty good, thanks

Not necessarily. Linking to websites with PR lower than you is still beneficial since it will still count as backlinks. But, don't over do it. Otherwise, you might loss some of your PR.
