Is it mandatory to send w8 form?

    Is it mandatory to send w8 form to get links from advertisers?

    No, there is no relation with getting advertisers links.

    Sadly, Looks like that CJ just began to hold some advertisers payments if they don't send the W-8 form.

    They might hold the payments, but you can get the links and start earning money to your account even without sending w8 form.

    Normally they don't hold payments if you don't send the W8 form.

    but there are a few publishers that they began to hold payments

    I have not sent mine and I'm receiving my checks regularly.

    Officially they hold payments - but the true is that only a very few publishers that do not sent the form had their payments hold by CJ.

    why dont you check this thread:
    You'll have to email them the form otherwise they may retain 30% of your commissions as required by the U.S. laws.
