Is it mandatory to include keywords in Title Tag?

I have a website and already included targeted keywords in the Title Tag. Already I have 3 keywords in the Title Tag of the page and I also want to target more important keywords to my the page.

Is it mandatory to include the additional keywords also in Title tag in order to rank for that keywords? or Will it be considered spam if I include all the targeted keywords? or is it sufficient to include the additional keywords in content only?

Don't just keep stuffing the keywords. Its a new website, doesn't have backlinks, no page rank. Stuffing keyword would dig its own grave.

What your rather want to do is, write up a title that actually makes sense.

Example: Dont write like "SEO Tips | SEO whatever | SEO xxx" - you will get dammned.

Write only your main keywords in title tag, 2 or 3 keywords phrases is good.

It's not mandatory to add all keywords in title tag. Google has only read up to 66 character form Title Tag. You should avoid supporting keywords. You can only target main keywords. thanks

I generally have the main keyword, secondary keyword in title, and reuse them in the first text on the web page which I always have a H1.

Then reuse but in different sentences down your page.

Give the main keyword there in title tag along with one secondary keyword and that's it. More keyword stuffing tends to more spamming - it's true always.

the title tag probably carries the most weight in terms of on-page SEO. Make sure it contains your most important keywords and then use these in the title tag and text of your page. Make sure that all of your pages have unique titles.

As per my knowledge is concern Google extracting data from the Title Tag & other tag. So this is very much important to keep the Keyword in Title Tag. Boy keep it within 60 - 65 characters.

You should use the keyword in the Title tag as well. I am surprised that you haven't done this already.
