Was on a search through the net and stumbled onto a site that sells packs of images, most belong to other companys and people. They claim the price of the packs is to cover bandwidth costs. Is it legal to do that?

I doubt that it would be legal even if you were giving them away for free. If someone else owns them then you are not supposed to distribute them at all.

This is not legal unless you have permission to do so. As kentuckyslone pointed out, one of the rights under copyright law is the right of distribution.
