Of course it's legal. But is it ok to do by the ToS's of CB and CPAlead? I would think so. CB is probably the only one that would get mad.
I think it is legal.I didn't see any restriction in their rules about this. In my opinion no one will buy a product after completing the long survey ,Unless you have extremely good content to convince the user.
I dont see any problem with this, all CPAlead are worried about is that you deliver the content you promised your visitor, after than you can advertise whatever you want
