Is it Legal to put adsense on meta refresh 10 sec waiting page ??

    whenever someone click on a link like www.not_my_site.com (from my website)
    gets redirected to page which says user to wait for 10sec and then takes the user to www.not_my_site.com

    is it legal to put adsense ads on this 10sec waiting page ??

    Sometimes you have to wait more than 30 minutes for a response. Why would you put something on a page that disappears in 10 seconds? Most people's reaction times aren't that good. Plus...sounds like there would be no content on that page...
