Is it legal to load a value here:

    <input type="text" name="q" size="35" maxlength="255" value=""></input>
    Code (markup):
So the user will only have to press search button ?

No. Read below for actual text from Google--Pay special attention to the highlighted red section below

Below are some exact policy Examples:

    Code Modification
Any AdSense ad code, search box code, or referral code must be pasted directly into Web pages without modification. AdSense participants are not allowed to alter any portion of the ad code or change the layout, behavior, targeting, or delivery of ads for any reason.

And here is a question asked in the FAQ for more clarification
Can I alter the AdSense for search code?
We understand that it's important for you to have control over the layout of your web pages, so we currently offer a number of display options for AdSense for search. Any changes to the code other than those available from your publisher account are not allowed.

Under the 'AdSense for search' tab in your AdSense account, you may choose to:

Open search results in a new window
Customize the length and layout of the Google search box
Select colors or styles for your AdSense for search results
Again, please note that modification of the AdSense for search code is a violation of the AdSense program policies. Publishers may not:

Pre-populate the AdSense for search box
Create links to Google AdSense for search results
Frame Google AdSense for search results
Remove or alter the Google logo

Yeah, definitely NOT. Thanks to a user who told me about it!

Google's TOS there was a bit confusing, but now just do the following: Do NOT edit your code by hand. Always use the AdSense website to generate code and use it exactly. There is nothing you need to edit by hand! Sure, you can save maybe 10 seconds changing a color or adding your channel info, but it is much safer to do it through their website.

Why take a chance at making a mistake and losing your account permanently?

Use the Google code that you get from using the Google setup utility. Google is very protective of their look and feel and it will be just a matter of time but they will find it and you could lose your account. It is not worth the risk.
