Is it leagal to drive a lot of traffic through advertising?

    I currently have a Forum which have a good traffic , and a forex directory which is still very new
    the question is
    can I put ads on my high traffic site to the new forex site? by the way they are not related and in different languages.
    also can I buy advertisements on much high trafiic sites.
    just banners
    no pop-ups or redirect (I know they are illeagal)

    adsense officially allows traffic from adwords only :)
