Greetings! CL generally checks IP's during post. The country you are posting from does have a lot to do with your success on CL. There are a number of countries that have been blacklisted and any IP's coming from those countries are instantly flagged. An example of this is Nigeria. Nigeria is the mecca for Internet corruption. Proxies are a viable way to hide your IP, but they must be unique to you and only you. I have used proxies and after a few short days they were blocked by CL. One of the primary ways CL approves ads is by IP address. You mentioned something about cookies, which leads me to believe you are posting through your browser.
