I read that Google treats all the <h> tags the same, it doesn't matter whether or not they're <h1> or <h6>.

I always use H1 with the primary keyword phrase, then H2 with a keyword. H3-H? does not help. I also always use CSS.

    Unique <Title> are mandatory.

Question: Is the Meta Description or First Line more important to google?

Meta Keyword is no longer used.

The <p> vs. <br> is a new one for me. I use both and are also controlled by CSS.

As for Page Rank, only back links will improve the PR for your site.

But, if you have bad internal navigation that does not feedback PR to home page, then your navigation design has harmed your PR.

Also, if you have outbound links on the main PR pages, this also will harm your site's PR.

And you're all missing the point. The search engines aren't treating HTML elements differently because they rank well, they're treating them differently because they respect the SEMANTIC nature of those elements.

That's correct. The tags give context to the content.
