If you mean eBay Partner Network you don't have to.
by the way,How you get acceptance? I’m still waiting for their approval

When I signed up, and people I know who have signed up for EPN have been automatically approved... what country do you live in? I'm under the impression UK and US are auto approved.

If you can get people to eBay with out a web page, of course you can. As for geting accepted, you have to prove to them that you would be a good affiliate.

They have a sliding scale of criteria for approval. I don't know what it is and I suspect they do not know what it is. You can get approved, build a network that produces revenue on an incremental scale and then be terminated for any inexplicable reason.

Be wary of devoting ANY time or ANY resources to ePN under the current climate of deception and mismanagement.
