While you are small (and stay small) nobody is going to care. If your service takes off and rapidly grows, it may start get hammered by the big dogs of the industry for "stealing" their clientele. It happened before to pepperjam, for instance. Ebay purchased pepperjam since then to use it as their affiliate marketing platform. Something you will have to consider before seriously delving into that arena.
I'd say it's a great business to get into if you have the investment to ensure you are able to pay the wages of the developers, marketers, sales staff, customer service staff and admin that a big ad network is going to need; the investment to reassure the publishers that they'll get paid; the corporate clout to gain the attention of the big corporates with big advertising budgets; the enormous marketing budget to set your network in a hurry so that publisher uptake and advertiser uptake are matched and rapid.
