I am bit confused about is it possible or good to do off page optimization without doing onpage optimization?
At the moment I think on page optimization is more important so I would focus on that. Make sure you have quality content that is optimized then consider off page optimisation. Even if you got results with off page optimisation if you content is lacking you will get a high bounce rate.

I don't see why you can't do your off page optimization before the on page. You have to build links from the beginning! If you concentrate in quality links and good content you can always come back an do your on page optimization
I don't know how you are planning to do any kind of on-page optimization later, but you must emphasis on on-page optimization from the beginning and with any update of your website - like posting a new article.
yes you can. your off page efforts will only brings visitors to your site.but search engines have nothing to do with your site. so both on and off page optimization required to get best results. both are equally important.

If you don't have any time to do off page optimization and you have better on page means, your keyword will automatically rank. How ever there is no mistake to do off-page first.
