It depends on why you want the traffic. Is it for your own product? Well, you better make sure you have converting sales copy. Is it to make affiliate sales? You better have one hell of a pre-sale page written and the product you're sending the traffic to from your site better have a very well written good converting sales page. In reality, I'd highly suggest a squeeze page over anything else if you're going to send paid traffic to it. If you can build a list, then even better. At least you'll have a chance to repeatedly sell to them as opposed to sending them off to the affiliate page or just introducing them to your product sales letter one time. For $100 you can potentially get a lot of real visitors by buying targeted traffic. You really have to know what you're doing and cut non-converting campaigns/keywords. HTH
It's always good to buy traffic but make sure the traffic you are going to purchase are related to the content you have on your established website.
traffic buying is a very bad idea........it can only increase your alexa ranking ....................it will not hep you to get genuine visitors...............or once you stop the traffic then your alexa ranking will definitely goes down..........
If you have money to burn, then buying traffic is for you, just think of all the free ways you can target traffic if only you apply some planned effort. With all other free traffic ideas good content that people want to read and want to spread the word of mouth about your site can do wonders.

I used to be a traffic reseller - and quite honestly unless you're just looking to inflate your site statistics then I would stay well clear. It simply never converts. You'd be better off spending your budget on banner advertisements for example, or better yet an SEO campaign to fit your budget.
It's only good to buy traffic if you can somehow verify that the traffic is good and are real people and not bots, unfortunately many of the traffic services are just that, bots and not real people, and since the traffic provider can claim claim they sent you traffic you can easily be ripped off
