Not at all ! Yes quality is more important than quantity and a link from a .edu or .gov domain holds more value.
I mean is a mix of high pr, low pr, dofollow, nofollow, backlinks with keywords,without keywords necessary, or i can just get baclinks from high pr dofollow pages with targeted keywords.
it's good to get back links on high page rank but its more important to get a high page rank site to become relevant with your website so it values your site higher
If you get backlinks from only high PR sites but no links from low PR sites, PR-0 sites then Search engines take these links as spammy, they thinks that these links are not natural. A link tend to be natural only if you get links from all sort of sites ranging PR-0 to high PR. Assume that you written an article, immediately it receives 2-3 PR-0 backlinks, but no high PR, it only gets high PR backlinks when the article is more than average, by this time this article receives more than 100 PR-0 backlinks. But if you just get PR3, PR4 backlinks but not enough low PR links, then surely it turns to be spammy links.
But how could it happen you get backlinks from only high PR sites? Normally it's much easier to get backlinks from low PR sites. Just submit you web page to social bookmark sites. It's an easy thing.
Are you just guessing here? Because I'm pretty certain Google doesn't work like this. A link is a link at the end of the day and "spammy links" are links from bad neighbourhoods, not links from high PR only sites! Some of you people are far too paranoid about mixing up your link profile with dofollow, nofollow, high PR, low PR. Just stay away from bad neighbourhoods and certainly DO NOT link to bad sites and you should be fine.
Your link building campaign should look natural to the eye of search engines. For that you should have a good mix of high and low PR backlinks. If a website only have high quality (high PR) backlinks it can harm the ranking of the website.
I do not think that it will harm, but If you can go for all other kind of links like, nofollow links, dofollow links from no PR pages or etc - will give a wide spread idea about your site to search engine and search engine will start to trust your site and improve your rank - Rather than stick with HIGH PR DOFOLLOW, go for all kind of links, all combinations, that works for sure....
