Is it allowed by adwords, please help.

    Hello, I want to make 2 campaigns with the same keywords, Headline, description but different URL....is it allowed by adwords?

    Sure, but only one ad will show for the same keyword in each campaign.

    You can do the same thing in a single campaign, by just creating 2 ads.
