Is it against TOS to use the words Microsoft in your AdWord ads?

I noticed there are a few who seems to not be affiliated with Microsoft. Is this legal or against the TOS?

Take these ads when searching for Microsoft as an example:

Make an ad and try it. It will tell you right away if it is not allowed.

How else are you supposted to sell a microsoft product on adwords LOL.
