No.. Ofcourse not.. It is a Goods/Services from PayPal. PayPal cannot tell you what to do with YOUR money..

That is what I think,I had been recently scammed for 14.9 $ and had filed a dispute,Some members in the BST had suggested that it is against their TOS and the account can get banned,So was concerned .

Don't know about paypal but if you use terms like 'Paypal-MB exchange' or 'Exchange Funds' etc. in Moneybookers or if they come to know that you are using it for exchange purpose then they will surely take action against you. I know all this as once i done same thing and Moneybookers given me warning at that time :( so take care of yourself.

I believe you are looking for these. It is apparent that there are people here who disregards these because they do not agree to them.

    In Paypal,

    https://www.paypal.com/us/cgi-bin/webscr?cmd=p/gen/ua/use/index_frame-outside

    In Moneybookers

If paypal finds out that your exchanging paypal for any other sort of ecurrency or similars. You will have your account shut down for 6months, money returned after exactly 180 days of waiting.

Yes, there are thousands that exchange money with each other everyday on forum. But keep in mind, this is against Paypal's use of service, unless they have given permission on such matter (which i dont think many have obtained unless your are a larger bank or so).

The party that does exchanges would need both a money exchange license from the State/Country and explicit permission from Paypal to do this. Otherwise it can be deemed as money laundering. There are relatively strict financial laws when it comes to money exchanges.

Yes money exchange is against the PP TOS and they will freeze ur account if they found out something like "PP-e-gold exchange" or "send egold" in note/subject area of transaction.
