Is it against Google Term of Service...

    Is it against google terms of service to advertise identical products different websites in separate accounts, even though these sites are related?

    No. You don't even need another account. Just have a campaigns for each website. Do not put different websites in same campaign.

    Also, it is against Google's terms to have two accounts advertising the same website.

    Websites and products don't matter - keywords do. If you are bidding on the same keywords, different accounts, that's against TOS. Do it in the same account and only one can show, so you are safe.
