Not convinced its actual fraud but it probably will be against their terms and conditions or terms of use and you'll probably be banned and not paid.

If they aren't quality, you will be blacklisted from the offers and eventually be banned.

Quite simple to anticipate. The advertisers' goal is to convert your traffic. If you sent them 1,000 leads, and they had to payout the $1,000+ to you; while they made no money, or made very little money; then they will notify the affiliate network. So, sooner or later you won't be allowed to promote that offer, and may lose your earnings.

for 1000 leads they will pay atleast $2000.

if $1 is CPA... then $1+Network Commission + Management cost

I agree...why don't you just build a list, that way you can freely email to them? Or am I being naive for asking the obvious?

Offers want quality, so if you're not deliverying quality you can expect to be blocked from the advertiser

LOL...How can you notice most people will just enter random emails? Do you see the data from the offer you are running at Clickbooth? Why not just say, "Hey I want to scam clickbooth and enter a bunch of random email addresses on an email submit, will clickbooth catch me?"

If you have multiple offenses on several different offers, then they will ban you. There really is no point to it, your earnings will be erased either way.
