Not like that. There are several ways to reach billions of people. Specially email marketing is the best way. Another way you can reach through your website or blog.
Billions???? That is a BIG number. Without going into why one thinks that it would be necessary or financially sound to try to reach that many people, I would not want to be responsible for the ROI of that marketing campaign. I am not sure that I would start with the Internet for that one. I would be thinking about a BIG advertising/sponsorship multimedia (TV, radio, print, Internet, etc.) campaign for Wolrd Cup Soccer or perhaps the Olympics.
Putting an ad on every Coke can... yes, possible. Internet marketing.... never happen without 3xBillions of dollars.
I remember Digg crashing my site with a tiny fraction of that. I can do without a reach in the Billions.

Hmmm...let me see...Try to follow those simple guidelines: 1/ Become evil genius 2/ Build a lair in a cave or on an island (preferrably with a big skull to mark the spot) 3/ Take over world! 4/ Use all possible media to constantly display your message to the world 5/ A mind-control device to spam people in their sleep would work fine too If you find any other sure way - do share

This is no doubt a good medium but not the only one. There are many other like print media, audio like radio, TVs etc but still billions is too much
All marketing activities are based on a multi-channel approach. When you say "Internet Marketing" you have to think about your website, the website's marketing, content marketing, social media marketing, newsletter marketing, blog marketing...to name a few. Then going beyond marketing, you can now get into Internet advertising, which has its own channels to include search, mobile, banners/display, video, re-marketing, ad extensions, hyper local advertising. Now add a few dollars behind this to actually get the job done right (as Joe@AdPatron said) and you can reach a very large audience for a lot less than what it would take in the traditional world. Most businesses don't have the budget to cover this type of reach online or offline.
I think your blowing it out of proportions. Although there is some truth behind it, I don't believe that it's the only way to reach that many people. If you're into SEO then that would depend on your keyword and your ranking. If you're into email marketing, then its all about how many people are on your list. Facebook = likes. Twitter=followers. You get the picture...
If you wanted to reach billions of people you would need to basically have a service that everybody knows about, like apple microsoft, amazon, etc. With that bieng said you don't want a billion people you just need a good 5-10k people on a list but also have a close relationship with them and learn to segment your list, this is by far better than reaching billions and having 90% of them not care about what you have to offer.
