Is inter page linking is important than external linking?

I notice that most of the webmaster is more focus on link submission, blogging comment and forum signature. Do you think we should focus more on inter page linking rather than external linking?

Both are important the internal architecture of the site should be kept simple and such for both the users and crawlers alike. You would want to make both types of linking better, internal linking and links coming to your site.

 

Where external links win is that you get more IPs pointing at your site.
