Yes,Indian Paypal account can be verified with VCC.but Verifying with VCC is dangerous because if Paypal catches you then Paypal will close or freeze your account.Better you verify your Indian Paypal account either by bank account or by Credit card.
clbyodo is right,it's now a days not very easy to verify Indian paypal with a VCC, previously many used to do it as it did work for hundreds of people and Paypal also didn't give a damn abt it but now it's very risky,better u get a bank or a cc and verify ur paypal buddy.
Yes you can verify your Paypal account by VCC but now we can verify our Paypal with bank account too..

Verify with bank only, i think my account got limited due to VCC usage and its permanently disabled now
Bank for verification, VCC to pay someone through paypal, don't use to verify with vcc as bank account is easy.
