Is .htaccess global or subdirectory/subweb specific?

I'm just getting familiar with using the .htaccess file to direct processing.

On my hosting account (with GoDaddy) I have set up subdirectories which I make webs that other domains point to.

Can I have different .htaccess files to tell each directory to act differently?

I assume that the top level (root) .htaccess file directs subdirectories actions but is this overridden by an alternate .htaccess file in that subdirectory?

Or does the root .htaccess file always direct the entire hosting account?

Are there conflicts or issues to be cognizant of when using varied subdirectory .htaccess files if they can be used?

subfolders follow the .htaccess' in folders above them unless it contradicts what's in their own.
