It won't ban your website if they are valid clicks.

You can have a 100% click through rate, as long as the clicks are completely valid and not fraudulent.

    Good luck

They will never ban you if you have valid clicks and CTR but being found of suspicious clicks, you can be banned easily.

It depends on if they are real clicks or fraud. I have heard of peoples sites getting banned because of ad placement which can also play a factor. If the ads are to close to the title of a blog post or if you are misleading the visitors in to thinking that the ads are part of the site and not advertising. High CTR might through up a red flag for google to investigate. As long as they are valid clicks and you are not misleading the visitors by your ad placement it should be ok. Make sure you have a privacy policy on your page explaining the google ads, if not that can get your site banned.

High CTR itself doesn't get you banned, it just simply may make Google look a bit more into your site. Just to make sure that you are meeting their guidelines and that the clicks are valid.
