Is Google not banning people for invalid clicks?

    how do they detect that you clicked on your own ads or made people clicked them?? detect a surge of clicks?? but what if these were genuine clicks?? getting confused with the rules of google ads... this is why not willing to start using it yet! any alternatives anyway?
