Is google getting more lenient?

Does google allow sites like this?

    http://drugslib.com

Is google getting more lenient now that they allow parked domains? I thought you had to have some content on your site to display adsense ads. Is it still true?

Is drugslib.com is in violation? How do we report sites like this to google?

No, it is a total violation. MFA. If you want to report them you can, but it will take care of itself. Google will often catch it before they receive their first payment. It is better to worry about your own business.

Although, they are relaxing their adsense for domains program. So in that sense, they are becoming more lenient about things like this.

Looks like google took their domain down (no more adsense ads on drugslib.com). Now they are doing the same thing with the same adsense account, using other domain names:

    wowsex.orq.ir
    persianruby.org/ads3

I didn't know google shut down individual domains. They can go on like this for ever.
