Actually it's both! If you are a blogger or a small business owner its free version is sufficient but big firms for example ebay they need more advanced tools to rank good so google provides some additional features. for them it's with some price

Google Analytics is a tool offered by Google that generates detailed statistics about a website's traffic and traffic sources and many more things.
This setup is absolutely FREE.

 

You can get a basic Analytics account that provides you with restricted data, or a premium account with provides additional information. Personally I find that the free account provides more than enough data anyway, so I haven't resorted to the premium account, yet.
