Is google adsense allowed in these countries?

    Can somebody from the balkans (croatia,albania,bosnia,serbia etc) open an account with google adsense and recieve payments?

    As I know Google doesn't have rules about the publishers location, but for some countries google issues local currency checks.

    Yes. Do you expect local currency checks? I think these countries are not included in the list. However please check it in the google adsense support page.
