The site like do follow bookmarking, .gov. ac, .edu are all irrelevant to business related sites yet every SEO are looking for it. So are you still saying that irrelevant site do not give link juice?
As long as they are not spam web sites it is ok, but i am sure that Google gives more rep to relevant sites.
Just think about it. If Google would penalize a site for it's links, you could undermine a competitor by simply submitting irrelevant links, which is absurd.
My answered to this question is a solid no. A back link on any website is always a plus accept for the case where its for a replicable business and someone links them to a porn site. Thats never good.
No, you won't get penalized, but I would definitely focus on targeted relevant links. You will climb up the SERPS much quicker, especially if your links are higher PR.
Links from pages that have been spammed to death have little or no value - even from high PR pages. Its not a matter of getting penalised more a case of wasting your valuable time building very low value links. Quality over quantity any day!
Just measure the time to make 1000 low-quality value and the same time spent in approaching prospects, content exchange, link bait etc...and see that you will end up with a bunch of links that make no sense in the first scenario, and with a few links that will make you stand out and up.
