Is emailing targeted individuals or firms considered Spam

    I run a site that finds missing individuals What I want to do is to email
    law firms directly that are trustees for classaction lawsuit settlements
    They have people who they are not able to find

    My question is would doing that be considered spam and violate the
    TOS of my host

    I would ask the host first. They will tell you either way. If they do not like idea they are the ones you have to worry about first.

    If you are in the U.S., look up the CAN-SPAM Act. It governs how emails should be written for this purpose. Since you're sending it to lawyers, you might have a lawyer look at it first.
