Of course not. The domain ending ".edu" is used for U.S. universities. As far as I know, "edu.pl" can be registered by anyone, no restrictions at all. This means there is no indication of quality, it could be a spam site as well. Generally speaking, not all ".edu" are valuable that is a myth.
