You can pay some gigs from Fiverr and get thousands of GOV end EDU links, but please be aware Google can detect and get you blacklish as well. Using in your own risk!
50-70 links are good. Also trying to increase link from high PR websites (3-4-5) for link building. Also you should using many sub-page when adding your website to multiple sites.

If you want to stay under google's radar, then you should do a few a week, not a few thousand. For the most part, people in general have no self control, and they want to be on top of the world as fast as they can, and yes, submitting to thousands of sites is spam. Even doing a few links a week is spam. Any method other then natural link building is spam. If you do your own link building, then it is spam. If you use automated link building methods, spam. The question you need to ask, if I spam, will google pick up what I am doing, and ditch my site....
The whole .edu and .gov thing strikes me as unethical. The idea being, if one of those sites links to you, then your a quality site and deserve higher ranking. However, anybody can post a blog comment on some .edu and .gov sites.
according to google, all link building is unethical, unless it is natural. and the chances of you getting anywhere these days by natural links is probably slim to zero. Publish the greatest content in the world, but if you dont get natural backlinks, then google will see it as no-good. If you do not wipe yourself out using link building techniques, then there is a good chance that your competitor will do it for you... no difference as far as google is concerned. any popular site as google is concerned probably would not see much of a negative impact, and any other sites will most likely be doomed before gaining any traction....
I have one site, and it ranks a little in Bing. It has some .edu and .gov links, but honestly, it isn't a good site, no time for development. Probably an SEO scammed to get the .gov and .edu backlinks, but having those links doesn't translate into a quality site. Think about it, you could get such links by just bribing someone. You can get natural links via social media. People see your content, share it, and natural links come. However, there is a shady side. For instance, social media sharing and likes can be gamed. You can pay people to like/share crappy websites.
Yes, EDU and GOV domains do hold certain value but if that sites are already SPAMed to death then getting links from them will do more harm to your site than good and should be avoided at best. Instead look for relevant sites to get your links from and take just a handful of EDU and GOV links to add to it. Keep repeating this strategy and you will start seeing results gradually.
