is it true that when we write comment and join a do-follow blog we can get baclink from them??

because I'm still have a lot to learned so if please give me a good answer

Ok last day I saw when I posted one thread in the Bing my signature links is no follow but but the thread which is already posted by another buddy is dofollow. Why is it so. I did not understand. my posts in Bing are also near about 35 links. What is reason behind that??
