Directory submission is still alive and working. what you need to do is, just focus on high page rank directories.
Well, I think directory submission is not dead. But yes it not really helps to provide traffic. But if we chose high page rank directories and submit good information about our website and it will get approve then there are some chances that you get some traffic. But the approved directory link should be crawl by search engines.
My partner's directory dropped to PR2 from PR6 but 3 days ago jumped back to PR5 and subdirectories PR4. So the answer is NO. But it is more than just putting up a directory, you have to follow google guidelines. The site made $10K a month prior to Panda/Penguin and now is rising to near $1k a month again.

Markets come and go, Some people invest in markets that die but they are slow.. When their game dies they don't want to admit it. So they carry on and try to make excuses for why they shouldn't move on and why the game isn't over. Meanwhile the rest of the world moves on.
Some directories will give some powerful back links. I wouldn't just spend a whole lot of time on them though.
There is a difference between link juice and a backlink... A system of creating links in order to generate quality traffic vs. random and multiple links for the sole purpose of lifting SERPs is what quality directories strive to avoid. The whole point of linking is to connect the links in a much longer chain in the hopes that those looking for information make it through that chain easier and more efficiently.
