Is creation of new tech startups/ businesses still localised or globalised?

Isn't it true to say despite fast globalisation, advances in internet/ commmunications, most tech startups are still created locally from local contacts/ interactions eg. Silicon Valley? Usually by bunch of people who have met each other face to face and had human interactions. Trust still plays important part in people collaborating to start new ventures/ startup. You seldom hear of startups started by individuals who live physically in different parts of world. Even if people who live in different parts of world who meet on the internet and decide to collaboarte and start new business, they still have to physically locate themselves together to a common physical office. Which probably explains why it is difficult for people from different countries to collaborate and start new businesses on the web.
    Agree? :)
