Is Cheney going to be charged in Canada for torture and other human rights violation? Probably not, although it would be a great move imo.
If threat of prosecution stop him from going to Canada then it will be enough. Most members of previous administration are becoming like prisoners in their country because they are afraid if they go to civilized countries then they can be arrested.
There was an interesting program on TV about how much money he has made after leaving his PM post. It seems he got very well paid for all the blood of English soldiers and Iraqis civilians that he has on his hands. As much as I think he is a scum, he didn´t actively participated in tortures (just giving support) so it will be hard to prosecute him for it.
How about ordering the invasion of a sovereign state and being complicit in the murder of its head of state? That should be enough.
